Abbe David Lowell heads the white collar and special investigation group at international law firm, Chadbourne & Parke. Mr. Lowell’s practice focuses on the investigation and trial of complex criminal and civil cases across the United States; counseling clients with respect to their dealings with legislative and government agencies and with compliance programs to avoid issues with agencies; and advising governmental and non-governmental organizations as special counsel for projects, investigations, and litigation.

Lowell twice served as Counsel to the U.S. House of Representatives – most recently as Chief Investigative Counsel to the Minority in the impeachment proceedings of President William Jefferson Clinton and earlier as Special Counsel to the House Ethics Committee conducting the inquiry of a member of Congress. He also served as Special Counsel to the United Nations High Commissioner for Human Rights in the investigation and prosecution of war crimes and human rights violations in Rwanda and the former Yugoslavia.

Lowell represented Sam Waksal of ImClone in his post-sentencing proceedings, and Gary Condit during the Chandra Levy investigation. He also represents employees of the American Israel Public Affairs Committee (AIPAC) being investigated for alleged disclosure of classified information and employees of international insurance company AIG in SEC and DOJ investigations. Most recently, Lowell has served as counsel to former D.C. lobbyist Jack Abramoff in Congressional and DOJ inquiries relating to Native American clients.
