About ALEC
ALEC is a corporate bill mill. It is not just a lobby or a front group; it is much more powerful than that. Through ALEC, corporations hand state legislators their wishlists to benefit their bottom line. Corporations fund almost all of ALEC's operations. They pay for a seat on ALEC task forces where corporate lobbyists and special interest reps vote with elected officials to approve “model” bills. Prior to becoming ALEC's Executive Director in 2008, Smith served as the chair of the organization's Private Enterprise Board.[3]

Smith also formerly worked on the Strategic Planning Committee of the Council of State Governments; was president of the State Government Affairs Council, which is a Washington, D.C.-based national consortium of state-level lobbyists; and was an international representative for the National Conference of State Legislatures. From 1969-1974, Smith served as Special Agent for the Federal Bureau of Investigation.[4]

Smith currently sits on the Board of Directors of the Recovery Audit Specialists in Washington, D.C. and was the chief lobbyist for Nationwide Insurance from 1978-2002.[1]
