Californians Against Regulatory Excess (CARE) is a tobacco industry front group created to fight Prop. 10 in California in 1980, which would have provided for separate smoking and non-smoking sections in workplaces, public spaces and restaurants.
Description
On June 30, 1980, member companies of The Tobacco Institute agreed on an initial expenditure of $880,000 to fund CARE. On September 18, 1980, the same member companies authorized an increase in financial assistance from $880,000 to $2,320,000. The new expenditure level ($2,320,000) was based on market share of the four principal member companies (R. J. Reynolds Tobacco Company, Philip Morris, Brown & Willlamson, and Lorillard),
