Carol A. Russell was the treasurer of the 2007 tobacco industry front group Stop the Measure 50 Tax Hike, which poured over $6.9 million into defeating an Oregon ballot initiative to increase the state's cigarette tax to provide health insurance to poor children. Russell is based in Bandon, Oregon and represents the Oregon Cranberry Network.
Measure 50 was defeated.
