Charles D Kemp was a libertarian politician, before the term was widely used. In Australia he was known as a conservative Liberal. He was the founder of the Institute of Public Affairs (IPA) in Melbourne, along with the father of Rupert Murdoch and other industrialists and mining magnates.

His sons, the lawyer David Kemp and the Victorian Liberal politician Charles Roderick Kemp (known as "Rod") now run the IPA. It was merged with (Perth politician) John Hyde's Australian Institute for Public Policy. Under John Hyde and the Kemp family this think-tank became the tobacco industry's main avenue for propaganda in Australia.
