Biographical Information

"David W. Biegler is Chairman and CEO of Southcross Energy, LLC. A 43-year veteran in the energy industry, Biegler has held management positions in the energy industry segments of exploration and production; natural gas pipeline and midstream gathering and processing; electric and gas distribution utility; electric power generation and oilfield services.

"Biegler is also Chairman and CEO of Estrella Energy, LP, an investor in Southcross. He also was a co-founder and Chairman of Regency Gas Services, which owns and operates natural gas gathering and processing pipelines.

"Biegler retired as Vice Chairman of TXU Corp. in late 2001. He previously served as president and chief operating officer of TXU Corp. beginning in August, 1997 when TXU (at that time known as Texas Utilities) and ENSERCH Corporation merged.

"Biegler had been the chairman, president and chief executive officer of ENSERCH Corporation. He previously served as president and chief operating officer of the ENSERCH natural gas division, Lone Star Gas Company with responsibility for natural gas pipelines, distribution, and processing. He also held the position of president of several oilfield service ENSERCH subsidiary companies and served as vice president, in addition to other various management positions, of Enserch Exploration, its exploration and production company. He began his career at ENSERCH as a petroleum engineer.

"Biegler serves as a director of Southwest Airlines, Trinity Industries, Inc., Dynegy, Inc., Austin Industries, Animal Health International, and Guaranty Financial Group, Inc.

"Biegler was graduated from St. Mary's University in San Antonio in 1968 with a bachelor of science degree in physics. He completed Harvard University's advanced management program in 1979.

"Biegler has served in a number of energy industry positions, including as a member of the National Petroleum Council and chairman of the American Gas Association and the Southern Gas Association. Until just recently, he served as chairman of the American Gas Foundation. "[1]
