Debbie Schoonmaker (sometimes spelled Shoonmaker) was one of the most effective (in tobacco lobbying terms) of the Tobacco Institute's Issues Managers, working closely with Susan Stuntz. She was closely involved in the 1984 period in the development of the Cash for Comment Economists Network and worked extensively with James Savarese and the lobbyists at Ogilvy & Mather.

The hierarchy changed over time but in the early period Peter Sparber headed the Issues Management division, with Martin Gleason and Susan Stuntz directly under him, and Debbie Schoonmaker working under Stuntz. Later they appeared to be on an even par, with each handling their own particular area of disinformation and propaganda.
