Field Action Team (FAT) (Allies Philip Morris mobilizes to oppose legislation): Field Action Teams are groups cultivated by the Philip Morris Tobacco Company at the state or local level, consisting of local business owners, business associations and concerned individuals. Philip Morris hires PR consultants or lobbying firms to cultivate, organize and mobilize FAT members and uses these relationships to generate third party "grassroots" opposition to proposed legislation and regulations that threaten Philip Morris's cigarette business. http://legacy.library.ucsf.edu/tid/job18d00
