The Indian American Security Leadership Council is a group created in mid-2006 by Jack Bonner from the Washington D.C. PR firm Bonner & Associates. It was created to mobilise military veteran groups in favour of legislative changes to enable nuclear power technology to be sold to India even though it is not a signatory to the Non-Proliferation Treaty.

The group has been funded by "a group of Indian-American businesspeople" including "Ramesh Kapur, president of Medical-Technical Gases Inc. and a trustee of the Democratic National Committee, and Krishna Srinivasa, an Atlanta businessman and campaign supporter of President Bush in 2000 and 2004," PR Week reported.

According to PR Week Bonner's company persuaded "a total of eight veterans' groups, including the Veterans of Foreign Wars of the United States" to campaign for the nuclear trade with India. "Quite frankly, the veterans' groups weren't very aware of the issue when we first talked to them about it, so we had to work with them in order for them comfortable with it," Bonner said. "The issue is not just the message, but the messenger - who is credible on this." [1]
