The Institute for Intergovernmental Research, (IIR) maintains the Multistate Anti-Terrorism Information Exchange Program (MATRIX) web site. According to IIR's web site, the IIR is "a Florida-based nonprofit research and training organization, [that] specializes in law enforcement, juvenile justice, and criminal justice issues. IIR provides local, state, and federal law enforcement agencies with assistance needed to implement changes that promote greater governmental effectiveness."

Mission

"IIR is specifically organized to conduct nonpartisan research and management studies regarding the role and function of the branches and agencies of local, state, and federal government and to support the development and enhancement of governmental effectiveness.

"IIR offers extensive project experience and staff capabilities in assessing the performance of operational, management, and administrative systems and procedures of governmental agencies and in providing policy research and technical training."
