General James P. McCarthy, US Air Force (Ret.), is a National Defense Panel member and "the Olin Professor of National Security for the United States Air Force Academy. He culminated a thirty-five year Air Force career as Deputy Commander in Chief, U.S. European Command during the collapse of the Berlin Wall and the Desert Shield-Desert Storm conflict. Prior to that, he served as the Deputy Chief of Staff, Programs and Resources, HQ US Air Force, and as Commander, Eighth Air Force. During his military career, General McCarthy earned a reputation as an authority on strategic planning, resources allocation, advanced technology application, and major program definition. He is a member of the Defense Policy Board and the Air Force Scientific Advisory Board, providing advice for the Secretary of Defense. General McCarthy co-chaired the Defense Science Board's (DSB's) Task Force on 'Information Architecture for the Battlefield,' and was the Vice Chairman of the DSB on 'Intelligence Support for Bosnia Operations.' He is a graduate of Kent State and holds a Master of Science degree from George Washington University."[1]
