Jay Lehr, Ph.D. is senior fellow and science director of The Heartland Institute,[1] a Chicago-based think tank. According to The Heartland Institute, Dr. Lehr is the author of more than 1,000 magazine and journal articles and 30 books.[1]

Dr. Lehr is also part of the Professional Speakers Network and lists his speaking fee as: $3,500 - $5,000.[2] His speaking topics include: Agriculture, Environmental Policy, Aging, Health & Nutrition, Retirement/Aging, Green/Environment.[2]


Background

According to Dr. Lehr's website, he holds a degree in Geological Engineering from Princeton, earned one of the nation's first Ph.D.s in Environmental Science from the University of Arizona, and began his career with the United States Geological Survey after serving in the U.S. Navy's Civil Engineering Corps in the Far East rising to the rank of Lt. Commander.[3]

Jail Sentence Conviction for Defrauding Taxpayers on EPA Contract

On April 26, 1991, Jay Lehr was charged for falsifying employee time sheets used to bill the U.S. Environmental Protection Agency during his time as president of the National Water Well Association (NWWA), which was contracted by EPA. Lehr served three months of a six month sentence in a West Virginia prison and NWWA was fined over $200,000, leading to Lehr's resignation as president of NWWA.[4].
