Paul V. Applegarth "currently [February 27, 2004] serves as Chief Executive Officer for Value Enhancement International, LLC. In addition, he also serves as Senior Advisor to the Secretary of State and to the Under Secretary for Economic, Business, and Agricultural Affairs at the State Department. Previously, Mr. Applegarth worked for Emerging Markets Partnership in England, Washington, DC and Hong Kong. He earned his bachelor's degree from Yale University, his master's degree from Harvard Business School, and his Juris Doctor from Harvard Law School." [1]

On February 20, 2004, President George W. Bush announced his intention to nominate Applegarth to be Chief Executive Officer of the Millennium Challenge Corporation. [2]

"Paul Applegarth joined the German Marshall Fund of the United States in 2005 as a senior transatlantic fellow, examining how to improve the delivery, efficiency, and impact of development assistance and foreign aid to developing countries." [1]
