"Kostmayer was the Democratic representative from Bucks an Montgomery Counties, Pennsylvania, in the U.S. House of Representatives for 14 years (1977-81 and 1983-93). He was extensively involved in environmental issues as a member of the Committee on Interior and Insular Affairs and the Energy and Commerce Committee, where he chaired two subcommittees. He wrote legislation to protect the Delaware and Allegheny Rivers and to permit "debt for nature" trades for the protection of rain forests. He initiated congressional action to add more than 2,000 acres to the Gettysburg National Park.

"Kostmayer was a journalist and a press secretary before running for office at age 30. He resides in Bucks County and Washington, D.C., and is an alumnus of Columbia University (1971)." [1]
