Project Protect America—"an integrated force protection informationsharing system that would provide common situational awareness around military facilities for all the services"[1]—was launched in 2002 under the auspices of the Joint Chiefs of Staff "for the Washington, D.C., area because of the proximity of military installations to one another." The pilot project for the Joint Protection Enterprise Network (JPEN), it was renamed in summer 2003. In December 2003, JPEN was "transferred to the sponsorship of Maj. Gen. Dale Meyerrose, commander of the U.S. Northern Command."[2]
