Robert J. McManus, Esq., once partnered with John R. Bolton in the law firm Lerner, Reed, Bolton & McManus. McManus is a partner in the law firm of Kile, Goekjian, Reed & McManus.

Biography

"Mr. McManus is an expert in environmental and natural resources law, having specialized in these areas for most of his career, with particular emphasis on international environmental problems and regulatory structures. He has handled matters under virtually every federal environmental statute, and is particularly familiar with the laws and regulations governing hazardous wastes, pesticides and protected species.

"From 1981 through 1985, Mr. McManus served as General Counsel of the National Oceanic and Atmospheric Administration (NOAA), a natural resources agency constituting over one half of the U.S. Department of Commerce. In prior federal service, he was among the first staff attorneys at the U. S. Environmental Protection Agency (EPA) when the agency was established in 1971, involved in most aspects of its original mandate. In 1974, Mr. McManus became a division director in EPA's Office of International Activities, in which capacity he represented the United States in numerous treaty negotiations involving international pollution control measures.

"From 1986 to 1989, Mr. McManus was senior environmental counsel to FMC Corporation, a major manufacturer of industrial and agricultural chemicals, in Philadelphia. He returned to private practice in Washington, D.C., in 1989, where he had previously practiced, as an associate at Surrey, Karasik, Greene & Hill (1968-71) and as counsel to Surrey & Morse (1977-81). As a consultant to the United Nations' Food and Agriculture Organization (FAO), he has also completed a number of legal assignments in Africa related to international fisheries.

"Mr. McManus graduated from Yale College with a degree in economics in 1961 and from Yale Law School in 1968, where he was an Editor of the Yale Law Journal.

"His publications include Environmental Considerations in Investment Decisions, Chap. 8, Manual of Foreign Investment in the United States (Marans et al., eds. 2004); International Trade in Pesticides, Chap. 10, Pesticides Law Handbook (M.L. Miller, ed., 1999); Natural Resource Damages, Oil Spills: Management and Legislative Implications, American Society of Civil Engineers, 1990; and Legal Aspects of Land-Based Pollution, Chap. 4, The New Nationalism and the Use of Common Spaces, American Society of International Law (J. Charney, ed., 1982)."
