Robert Y. "Bob" Maples was Vice President of the Smokeless Tobacco Council in 1993.[1] In 1997, he was a Washington representative (lobbyist) for Philip Morris Companies. Also as of November, 1997 he was Senior Vice President of Government and Public Relations for the Smokeless Tobacco Council.[2]

Biography

Robert Y. Maples was employed by Philip Morris (PM), Inc. at 120 Park Avenue, New York, NY 10017. Maples was involved in Texas lobbying efforts including the Texas Product Liability Act and regional conference meetings which included the State of Texas. His lobbying activities included, but were not limited to, such areas as advertising, regulation, grassroots organizations, Congressional Relations, entertainment of Congressional Staffers, tracking Department of Commerce issues, Smoking and Health issues and Energy and Commerce issues. Maples has knowledge of monthly cigarette distributions to government employees. Also, he was involved in the Benson Tobacco & Youth Health Hearings in 1990. Maples has knowledge of the tobacco industry's lobby tactics employed in Texas and Washington D.C.(DOCs Documents)

Maples was mentioned in a December 3, 1995 article in the Washington Post Magazine by Mornton Mintz titled, "The Smoking Files: A year in the life of Philip Morris's Washington Lobbyists." The article examined internal PM memos written by company lobbyists. Mintz wrote,

The Philip Morris strategy, the memos show, was to shower potential friends in Congress with attention, campaign contributions and support for pet projects, rallying diverse coalitions to protect tobacco interests.[3]

In February 2004, Maples joined the Public Policy & Law Practice of Dickstein Shapiro as a senior advisor.
