Rochester Gas and Electric (RG&E) is a subsidiary of Energy East Corporation, a super-regional energy services and delivery company in the Northeast. RG&E serves 359,000 electricity customers and 296,000 natural gas customers in a nine-county region centered on the City of Rochester in upstate New York.[1] In September 2008 RG&E and New York State Electric & Gas were acquired by the Spanish company Iberdrola S.A. for $4.6 billion, as part of its acquisition of Energy East.[2]

Coal Plant Closure

In February 2008, addressing violations of New Source Review provisions of the Clean Air Act, Attorney General Andrew M. Cuomo reached a settlement with RG&E requiring the company to shut down its coal-burning Russell power plant in the Town of Greece. The agreement mandates that if RG&E replaces the plant, it must be with a more efficient, cleaner, lower carbon dioxide-emitting natural gas plant. The settlement also requires RG&E to pay a civil penalty of $200,000 to New York State and $500,000 to fund air pollution reduction projects in Orleans, Monroe, Wayne, Ontario, and Livingston counties.[3]
