Statement of Joseph F. Cullman, 3rd Chairman of the Executive Committee the Tobacco Institute, Inc. Before the Committee on Interstate and Foreign Commerce United States House of Representatives, April 23, 1969

This is the text of a speech by Joseph Frederick Cullman, III, CEO of Philip Morris and Chairman of the Executive Committee of the Tobacco Institute. He spoke before the U.S. House of Representatives Committee on Interstate and Foreign Commerce on April 23, 1969. The occasion was a hearing about the Federal Cigarette Labeling and Advertising Act (FCLAA). Cullman stated that he represented "the manufacturers of virtually all cigarettes produced in this country."

Cullman told the Committee:

"...I should like again to express the industry's view...that there is no biological or clinical proof that smoking is causally related to the diseases and conditions which are claimed to be statistically associated with smoking. We are informed by highly qualified scientists that there has been no agent identified in cigarette smoke which, in amounts present, is capable of producing any one of the diseases claimed to be statistically associated with smoking." Cullman made this statement five years after the release of first Surgeon General's report in 1964, America's first official recognition that cigarette smoking causes cancer and other serious diseases. The Surgeon General's report was based on more than 7,000 articles that related smoking to disease that were already available at that time in the biomedical literature.
