The "Syria Accountability and Lebanese Sovereignty Restoration Act of 2003," H. R. 1828, 108th Congress, 1st Session, was intended "To halt Syrian support for terrorism, end its occupation of Lebanon, stop its development of Weapons of Mass Destruction, cease its illegal importation of Iraqi oil and illegal shipments of weapons and other military items to Iraq, and by so doing hold Syria accountable for the serious international security problems it has caused in the Middle East, and for other purposes."

The bill was introduced to the U.S. House of Representatives April 12, 2003, by Representative Eliot L. Engel. It was signed by President George W. Bush and became Public Law No: 108-175 on December 12, 2003.

The similar Senate version, Syria Accountability Act of 2003, S. 982, was referred to the Committee on Foreign Relations and there has been no further action.
