The section "3 Death and disease attributable to fine particle pollution from Apache Station" links to a general treatise on Hg emissions from US coal plants in general, not at Apache Station specifically.

The operator of the power plant, AEPCO, had submitted a response indicating that no actual inspections had been made, that their location in the remote desert could not make the ponds a “high hazard,” and that the pond volumes were well within specification.
