Robert Ekelund already has submitted a proposal concerning absenteeism.

Bob Tolllson is preparing a proposal for an academic symposlum on the "social cost" issue to be held once initial research is complete. The economists also are indenttfying opportunities to deliver presentations on the issue before regional and national economic conferences.

The Tollison and Wagner "social cost" book is scheduled to be published in March. We met with Tollison and public affairs counsel to discuss a media tour and other promotional ideas. ...

Professors Robert Tolllson and Richard Wagner conducted media tours on the "social costs of smoking" in Los Angeles, San Diego, Memphis and Little Rock. Among other media expressing interest, the Los Angeles Times requested an editorial, which has been submitted for possible publication. Reports and transcripts are enclosed.

      "Political Entry Barriers and Tax Incidence: The Political Economy of Sales and Excise Taxes," an article by economists Robert Tollison and Gary Anderson was published in Public Finance. The authors find when political entry barriers prevent low-lncome individuals from participating in the polltical process, the poor pay more excise and sales taxes. A copy of the article is enclosed.
