In the Bio section it says: He serves as an officer in the United States Naval Reserves and was named Intelligence Officer of the Year in 1999 for his service in Kosovo.

Kirk was not named the Intelligence Office of the Year. This was an apparent mis-statement by either him or his campaign.

Rather he received, "the Vice Admiral Rufus L. Taylor Award, was given to his unit while it was in Italy. Navy officers make the nominations for the award, which is given by a professional organization known as the National Military Intelligence Association." [1]

The citation also lists several other inconsistencies in Kirk's reported military record.
