Noting that ...
the Schmidt quote "It was also the office that persistently called attention to the vast overestimates of the Soviet GNP that were put out by the CIA during the Cold War."
and the Silverstein quote "One of his earliest studies proclaimed that the CIA was seriously underestimating Soviet military spending and power."
appear to be at odds; but maybe they aren't since GNP != military spending.

I wonder if it was ever determined who was correct in these disagreements.
