Introduction

With over 72 million people, Tamil Nadu has a greater population than France or the United Kingdom. It is the most urbanized state in India and its fast-growing economy is now the second largest among India's 28 states. Since Tamil Nadu is not a major coal mining state, most of its proposed coal plants are located on the coast where they can access imported coal.
