Briggs is "a statistical consultant whose research interests include prediction and forecast accuracy and usefulness; skill and cognitive biases in prediction; practical decision analysis; graphical data display; climate variability; and the philosophy of statistics and probability," according to the Heartland Institute. Briggs's speech at Heartland's 2008 International Conference on Climate Change was titled, "Climate Change Impacts on Tropical Storms." [2]
