Worldwide Strategic Partners (WSP) is a lobbying firm owned by Stephen Payne.

On its website, WSP states that as part of its services it can "facilitate diplomatic and commercial communication between the United States government and commercial interests abroad for international energy projects."[1]

On its website the company stated that the firm was "founded in 2001 to provide international business development consulting at home, here in the United States, and abroad. Our primary focus revolves around domestic and international governmental relations and energy development."[2]

In July 2008, Payne was filmed in a video sting operation organized by the Sunday Times of London, in which he promised to arrange meetings with officials in the Bush administration in exchange for a fee of $600,000 to $750,000, of which $200-250,000 would be given as a donation to the George W. Bush Presidential Library.[3]
