Thomas A. Shannon, "a career Foreign Service Officer, is assistant secretary of state for Western Hemisphere affairs. He was special assistant to the president and senior director for Western Hemisphere affairs at the National Security Council where he had been director for Inter-American affairs. Previous positions include deputy assistant secretary for Western Hemisphere at the Department of State; director of Andean Affairs; deputy permanent representative to the Organization of American States; political counselor in Caracas; regional labor attaché in Johannesburg; special assistant to the U.S. ambassador in Brasilia; country officer for Cameroon, Gabon, and Sao Tome and Principe; and consular/political rotational officer in Guatemala City. He has a Ph.D. and an M.A. from Oxford University, and a B.A. from the College of William and Mary." [1]
