The Violent Radicalization and Homegrown Terrorism Prevention Act of 2007 (H.R. 1955/S 1959) was introduced by Rep. Jane Harman (D-California) on April 19, 2007, and scheduled for debate on August 1, 2007. The bill passed the House of Representatives by a 'roll call vote' conducted on October 23, 2007 under a 'rules suspension' subsequently noted by Rep. Ron Paul (R-Texas) in a Speech to Congress on December 5, 2007 [1]. The resolution was next sent to the Senate where it was referred on to the Committee on Homeland Security.[2]

Bill summary
The purpose of the Violent Radicalization and Homegrown Terrorism Prevention Act of 2007 has been proposed to "prevent homegrown terrorism, and for other purposes" where 'homegrown terrorism' is defined as:
". . . the use, planned use, or threatened use, of force or violence by a group or individual born, raised, or based and operating primarily within the United States or any possession of the United States to intimidate or coerce the United States government, the civilian population of the United States, or any segment thereof, in furtherance of political or social objectives."[1]
