Orphan works legislation
Rep. Lofgren introduced the Public Domain Enhancement Act of 2003 (H.R. 2601) in the 108th Congress.[3]
The bill would have “required the Register of Copyrights to charge a fee of $1 for maintaining in force the copyright in any published U.S. work. The bill would have required the fee to be due fifty years after the date of first publication or on December 31, 2006, whichever occurred later, and every ten years thereafter until the end of the copyright term." [4]
The bill was originally introduced on June 25, 2003. It was referred to the House Committee on the Judiciary and then the Subcommittee on Courts, the Internet, and Intellectual Property, which were chaired by Reps. Jim Sensenbrenner (R-Wisc.) and Lamar Smith (R-Texas), respectively. The bill received no hearing or other action. [5]

Biography
Lofgren was born Sue Lofgren on December 21, 1947. A lifelong San Francisco Bay Area resident, Lofgren attended Gunn High School in Palo Alto, earned her BA at Stanford University and a law degree at Santa Clara University. She stayed in the San Jose area after graduation, serving eight years as a staff assistant to Congressman Don Edwards. After two years as partner at a law practice in San Jose, she was elected to the Santa Clara County Board of Supervisors and served for 13 years.
In 1994, Edwards decided to retire after 32 years in Congress, and Lofgren won the Democratic nomination for the seat. San Jose is so heavily Democratic that her victory was inevitable. Lofgren was only the second representative of the 16th District (Edwards had served since the district's creation in 1963).
2006 elections
In 2006, the Republicans nominated Charel Winston to face Lofgren in her November 2006 bid for reelection. (See U.S. congressional elections in 2006) [1] Lofgren retained her seat.
