The Afghanistan Foundation (AF), or Afghanistan-America Foundation, is an independent non-partisan, non-profit, non-governmental organization (NGO) dedicated to public policy research on Afghanistan. Working with Afghan expatriates in collaboration with the people of Afghanistan, national and international policymakers, experts, NGOs and others the Foundation is directly engaged in research, public policy formulation and other purposes. "AF was founded in 1985, prior to the September 11, 2001 attacks on the United States, by Philip Smith, its long-time President and Executive Director, working with current and former members of the U.S. Congress, policymakers, experts, Afghans and others to inform policy makers about the urgent need for in-depth policy research and action on Afghanistan by the United States and the international community. Public Policy Issues & Controversy As the U.S. Begins Withdrawal from Afghan Conflict

According to Scoop Independent News in Auckland, New Zealand, the Afghanistan Foundation, and its Executive Director, Philip Smith, repeatedly appealed to, and urged, Pakistan's military and intelligence services to cease their blockade of NATO / ISAF and U.S. military and humanitarian supply convoys to Afghanistan during 2011-2012. On August 23 2013, according to Businesswire.com the AF in a statement and international press release urged President Karzai to conclude a security agreement and Status for Forces Agreement with the United States, which he had not yet signed despite billions of dollars in U.S. assistance to Afghanistan and thousands of U.S. and NATO / ISAF soldiers being killed in wounded in Afghanistan in support of the post Sept. 11, 2001, U.S. and international military intervention.
