The California Business and Restaurant Alliance (CBRA), a non-profit group, was created c. 1991 by the public relations firm Dolphin Group for the Tobacco Institute to enable the tobacco industry to clandestinely fight an onslaught of local referenda to enact public smoking restrictions in California.[1] [2]
