The Cardinal Institute(CI) for West Virgina Policy is a state think tank member of the State Policy Network, a web of state pressure groups that drive a right-wing agenda in statehouses nationwide. The non-profit was founded in November of 2014 and lists only one employee: Executive Director Garrett Ballengee. According to its website, the groups seeks public policy solutions that are based "on the basic fundamentals of a free-market system."
