Carlos Perez del Castillo

Carlos Perez del Castillo is the former Permanent Representative of Uruguay to the World Trade Organization. He has been a member of the International Food & Agricultural Trade Policy Council since 2006. He is also a member of the High Level Panel of Experts which advises the Committee on World Food Security of the U.N. Food and Agriculture Organization.


Carlos Perez del Castillo is currently an independent international consultant involved in various assignments with governments, private sector, and international organizations. He is the Chairman of the WTO Panel established to examine the dispute over large civil aircrafts between the US and EC (Boeing-Airbus) and is currently working on an Independent External Evaluation of Governance of the Global Environmental Facility. He was a member of the core team assigned with the Independent External Evaluation of FAO until 2007. From March 2004 until October 2005, he was the Special Advisor on International Trade Negotiations to the President of the Republic of Uruguay. Mr. Perez del Castillo has had a long and distinguished career in public and international service that has spanned over 35 years. Most notably, he served as the Chairman of the WTO General Council, as Vice-Minister and Acting Minister of Foreign Affairs of Uruguay (1995-1998) and Permanent Secretary of the Latin American Economic System (1987-1991)."[1]
