About ALEC
ALEC is a corporate bill mill. It is not just a lobby or a front group; it is much more powerful than that. Through ALEC, corporations hand state legislators their wishlists to benefit their bottom line. Corporations fund almost all of ALEC's operations. They pay for a seat on ALEC task forces where corporate lobbyists and special interest reps vote with elected officials to approve “model” bills. In 2010, Casagrande introduced A. 1626. This bill provides a gross income tax credit of up to $7,500 for qualified home purchases made by certain first-time home-buyers. Under the bill, qualified taxpayers can take 10 percent off their qualified home purchase price or $7,500, whichever is less, as a refundable credit under the gross income tax. The ALEC model legislation, "The Real Estate and Economic Growth Resolution," provides for a tax credit for first-time home-buyers. According to the resolution: "tax credits for first-time home buyers should be enacted to spur the economy and enable millions of Americans to afford their own homes."[2][3]
