Charles R. Hokanson, Jr.

In 2000, Charles R. Hokanson Jr. was a research fellow at the Manhattan Institute for Policy Research and finance director and research fellow at the Thomas B. Fordham Foundation. [1]

"Charles R. Hokanson, Jr., has served as the Office of the General Counsel's Chief of Staff since March 2003. In that role, he serves as a principal advisor to the General Counsel on federal education programs and activities and assists with the management and strategic planning of the Office of the General Counsel.

"Prior to his appointment, Mr. Hokanson served on the professional staff of the U.S. House of Representatives Committee on Education and the Workforce, where he served as one of Chairman John Boehner's staff negotiators during the House-Senate conference of the No Child Left Behind Act of 2001. He also counseled the Chairman on the reauthorization of the Individuals with Disabilities Education Act, as well as civil rights issues, early childhood education programs, and other areas of Federal education law.

"In addition to his Federal work, Mr. Hokanson has served as finance director and research fellow at the Thomas B. Fordham Foundation, where he analyzed and wrote on federal education policy and law; a research fellow with the Manhattan Institute for Public Policy Research; and an associate in the regulatory practice group of Steptoe & Johnson LLP.

"Mr. Hokanson was born in Castro Valley, California, and is a graduate of the Pleasanton, California, public school system. A Phi Beta Kappa graduate of Stanford University (Bachelor of Arts in history and American studies, 1993, and Master of Arts in history, 1993), he received his Juris Doctor degree from Harvard Law School and his Master in Public Policy degree from Harvard University's John F. Kennedy School of Government, both in 1998. Mr. Hokanson served as the Editor-in-Chief of the Harvard Journal of Law & Public Policy, the nation's largest-circulated student-edited law review." [2]
