The Consumer Tax Alliance (CTA) was a phantom front-group created by James Savarese's company for the Tobacco Institute.

1992 Jan 7 Acey and Susan Stuntz at the Tobacco Institute are instructing Sandy Parish and Jamie Moeller at Savarese & Associates as to how payments should be made for expenses paid on behalf of the CTA. This instruction is for the CTA post office box. [2]
