DOSAB cogeneration plant, also known as DOSAB Buhar ve Enerji Üretim Tesisi, is a proposed 50-megawatt (MW) coal-fired power plant in the city of Bursa, Turkey.[1]

Emissions

The company claim that air quality will be improved due to the replacement of existing plants on the industrial park, 3 of which are coal-fired and the rest natural gas.[4]

Opposition

The EIA was submitted in December 2014,[5][6] and was approved on July 23, 2015.

The local Greens and Left Party declared their opposition to the project.[7] Professional chambers, members of academia, health professionals, unions, and non-governmental organizations formed the Platform Against DOSAB Coal Plant, part of the Break Free Movement in Turkey. The coalition successfully challenged the plant's permit in court.[8]

The EIA was rejected in 2016, following a 2.5 year opposition campaign by Bursa residents.[9][8]

After the EIA was rejected, the company submitted a second EIA report, and local communities opened a lawsuit against the second EIA. According to news reports in December 2017, project sponsor DOSAB has started construction work on the plant's storage area, even though the plant's EIA process is ongoing.[10]

In March 2018, Bursa's Governor İzzetin Küçük expressed his opposition to construction of the plant due to its air pollution impacts.[11]

Members of 'DOSAB Termik Santraline Hayır Platformu' (DOSAB Thermal Power Plant No Platform) wore masks over their faces at a demonstration in January 2018 to protest the plant.[12]
