Background on Plant

Datang Baoding cogen power station was founded in 1958. The first two units with total capacity of 50 MW were commissioned in 1960 and units 6-7 in 1988. Units 1-7 were retired between 2007 and 2008.[1] Currently it is a four-unit coal-fired power plant with a total capacity of 650 MW, and is owned by China Datang.[2]

Unit 8 and 9 were built in 2003. They are also called Baoding Huayuan Power Company. Unit 10 and 11 were completed in 2008. The four units are all co-generating, supplying heat in the winter to the city of Baoding.[3]

Proposed expansion

China Datang has proposed expanding the power station by 2 x 350 MW units. One of the units was permitted for construction by China's NRDC in December 2016, before its EIA was approved by the provincial environmental protection agency.[4][5] China Datang is planning to retire units 8 and 9 with total capacity of 250MW when the new unit is commissioned.[5]
