Edward B ('Ted') Sanders, Ph.D. was a Director of Chemical Research at Philip Morris Inc. in Neuchatel, Switzerland circa 1999. He worked for the Science & Technology division which came to be known as Worldwide Scientific Affairs (WSA), and he was also a member of Philip Morris Ventilation Task Force.


Biography

Ted Sanders (aka 'Ed Sanders') came to Philip Morris from the University of Pittsburgh where, from 1970 to 1973, he was Assistant Research Professor of Radiation Chemistry. His research expertise was in the field of radiolysis effects on carbohydrates.

He joined Philip Morris in 1973 as a Research Scientist and group leader of the organic synthesis project. His group worked on several flavor-release polymers, the sex pheromone of the cigarette beetle, and synthesis of nicotine-type alkaloids.[1].

He later shifted to Switzerland to run a research program under the direction of Helmut Gaisch, and he was later appointed Director of Scientific Affairs, EU, CEMA (??EEMA??) and EE in September, 1999. (Bates No. 2074113562).

In February 1995 the international company was restructured by CEO Geoffrey C Bible with the creation of a global Worldwide Scientific Affairs (WSA), to largely replace the role of Science & Technology (which had had both American and European divisions). The S&T sections had operated relatively independently (under Tom Borelli in USA and Helmut Gaisch in Switzerland). The separate FTR division appears to have also been brought in under the WSA umbrella at this time.

1997 May 29: Sanders in Switzerland is working on a number of projects (remotely) with Matthew Winokur at the head office in New York. Helmut Reif, who is the Second in command of Philip Morris (European Union (EU)/East Europe Middle East and Africa (EEMA) regions) in Switzerland), is also being ccd with their exchanges.
The Swiss group are having some problem paying for the services of Peter N Lee (a long-time Statistical Consultant) and they also owe money to the Center for Environmental Health & Human Toxicology (CEHHT). This is a Georgetown University operation channelling funds to long-term tobacco consultants Philip Witorsch, Nancy Balter, and other members of the IAPAG science-propaganda group. Sanders is planning for Matt to come to Europe for a meeting. [2]

1997 Feb 7: The line of command for science matters for Philip Morris Europe, Scientific Affairs (EU/EEMA Region) is clearly from:

1998 Apr 3: Ted Sanders in Switzerland is working on the GEP (Good Epidemiology Practices) project created three years before by science consultant George L Carlo and PM executive David Bushong. In this memo to his superior Cathy Ellis at Worldwide Scientific Affairs in New York, he provides a good overview of the motivations behind the project, and some details of its history. This GEP project had been expanded to include chemical companies like Dow Chemical, and other industries with poisoning and polluting problems. [4]

1998 Jul 22 Sanders is working with Cathy Ellis (Worldwide Scientific Affairs (WSA), at PM New York) on promoting the fake scientific standard called GEP (Good Epidemiology Practices. This was a very elaborate plot, initiated mainly by George C Carlo to design, promote and have legislated a standard for epidemiological research which was so high that it was virtually impossible for products like cigarettes to be implicated as causal in adverse health matters. It was a very clever manipulation technique which largely succeeded with some legislators, politicians, and semi-scientific organisations.

Cathy Ellis was the nominal at the head of PM's Worldwide Scientific Affairs, alongside Richard Carchman. Sanders is complaining that he continues to receive GEP bills many years after the project was supposedly abandoned. Since the purpose of GEP was to create misleading propaganda, these bills should have gone to Matt Winokur at the Corporate Affairs division, or to lawyer John Rupp (Covington & Burling) -- not to WSA which was supposed to deal in real science.

By mid-year 1998 Philip Morris had long decided to withdraw support for GEP (and also for the ASEAN conference assigned to Weinberg's consultancy group). Sanders wrote to Ellis:

Aside from the fact that I continue to receive GEP bills from all sorts of places for old work (the latest is from $weden, and none of them is parflcularly large), I recently received a bill from [[John Rupp]|John (Rupp)]] himself for work done in the month of May . My understanding from conversations with Richard (Carchman), Matt Winokur, and Paola de Kock (a PM Worldwide Regulatory Affairs (WRA) lawyer in Washington DC) was that no further work was to be done on GEP's, and that John was in agreement with that decision. After I received the bill, I spoke to John Rupp himself. His impression was that Denise Keane (Steve Parrish's assistant/deputy) had authorized him to continue the program, although only with respect to what he was doing in France. In other words, the program would not be expanded to other countries.
