'Gene Reyes was a lobbyist who worked with the firm A-K Associates which had offices in Sacramento and Washington DC. This was a split-off lobby-group from The Hispanic Lobby & Associates

Gene was seen as a valuable 'Resource' to the Tobacco Institute. Its president Sam Chilcote reported to his Executive Committee that Reynes and other representative of Hispanic America could organise to influence smoking restriction legislation through LULAC (League of United Latin American Citizens). LULAC was then receiving a $5,500 per annum grant from the tobacco industry, with much more paid to certain compliant executives. http://legacy.library.ucsf.edu/tid/qha16b00/pdf
