Seay is chairman of Legacy, which he co-founded with Ray W. Washburne, a "real estate and Tex-Mex-restaurant baron". The "political group" of "affluent Evangelicals" is "one of the most eagerly courted, screening committees for the next G.O.P. presidential nominee," Mike Allen wrote in TIME on August 7, 2006, at which time "all the marquee '08 Republican candidates [had] spoken to Legacy or met with its founders."
Seay is a bundler for 2008 Republican presidential hopeful Mitt Romney, serves on Romney's Texas Finance Committee, which includes Swiftboat funder Bob Perry, and is a member of Romney's National Faith and Values Steering Committee.
According to his Seay Stewardship & Investment Company profile, Seay established SSII in 1998. Prior, Seay "managed assets in a private capacity." Seay "served as a staff aide to then Deputy Secretary of State Lawrence S. Eagleburger in the U.S. State Department in Washington. Subsequently, Mr. Seay served as a legal clerk in several law firms. Finally, Mr. Seay served as an attorney with the Dallas law firm of Locke Purnell Rain Harrell prior to the formation of SSI."
Seay "received his B.A. with highest honors from the University of Texas at Austin, where he was elected to membership in Phi Beta Kappa and the Junior Fellows", and "his J.D. with honors from the SMU School of Law, where he was elected President of the SMU Law Review Association and to membership in the Order of Barristers." He also "received his M.B.A. from the University of Texas at Austin, where he received a Dean's Award for Academic Excellence and was elected to membership in Beta Gamma Sigma."
