Grey Communications was a second-rank player in the PR/advertising company merger turmoil where the larger companies in the advertising, public relations, polling, campaign management, and other related communications industries went on buying sprees -- eventually ending up as three (or perhaps four) worldwide giant conglomerates ... and a couple of smaller conglomerates. Grey Communications International was generally known GCI and it brought APCO (and its APCO Associates/Worldwide) operations from law firm Arnold & Porter. They continued to run the major misinformation campaigns, as before, for Philip Morris and the Tobacco Institute.

Later these firms consolidated into GCI Group, and then returned to the Grey name with Grey Global Group, the sixth largest communications company in the world.
