Hy Rothstein

Hy Rothstein is Senior lecturer in the Department of Defense Analysis at the Center on Terrorism & Irregular Warfare.

Hystein "served in the US Army as a Special Forces officer for more than 26 years prior to embarking on a teaching career. He spent many years in Latin America training and advising governments threatened by active insurgencies. He lectured in the subject areas of unconventional warfare, insurgency, counterinsurgency, and guerrilla operations to military students attending special operations training and education courses for many years. Hy Rothstein served as the Director of Plans and Exercises, Joint Special Operations Command (JSOC) for more than three years and helped develop and operate the first special operations battle lab immediately prior to his retirement in 1999.

"Hy Rothstein earned a degree in General Engineering from the United States Military Academy (B.S. 1974), a Military Art and Science degree from the US Army Command and General Staff College (MMAS 1987), a Master of Arts in Law and Diplomacy from the Fletcher School, Tufts University (MALD 2001), and will complete a Ph.D. in International Relations from Tufts University in 2003." Andrew Scutro, in his "War Strategies" in Coast Weekly, April 3, 2003, writes:

"When it comes to fighting wars, defense analysts John Arquilla and Hy Rothstein don't agree about everything. Arquilla opposes a siege that would cut off water to Baghdad; Rothstein does not. Arquilla draws a line in the proverbial sand against inflicting pain on civilians; Rothstein believes that during wartime civilians might need to understand a little of what pain is.
"But one major thing they do agree on is that should the US prevail, our forces should get the hell out of Iraq as soon as possible."
"Rothstein is a retired special forces colonel who spent a part of the 80s and 90s in counterinsurgency operations in Latin America. He teaches various special warfare courses at NPS."

Note: In April 2003, "Both [Arquilla and Rothstein were] professors at Monterey's Naval Postgraduate School (NPS) in the Department of Defense Analysis, which is overseen by the U.S. Special Operations Command."
