Jim Harper is the Director of Information Policy Studies at the Cato Institute, A Washington D.C. libertarian think tank.
In March 2007 PR Week reported that Harper, "in his off hours and with his own money, the new wiki, in beta mode, is located at www.washingtonwatch.com and is similar to the free online encyclopedia Wikipedia ... North Bridge Communications is handling media relations and marketing of the wiki." PR Week reported that North Bridge partners Paul Cummins and Philip Hayes were working on the account. [1]
