In October 2003, Warden, "wrote that the U.S. should set stability goals to allow a near-term exit from Iraq, by securing basic infrastructure and services, promoting external investment in Iraq, pressing for an Iraqi governing entity to be in place by 2004, including a sufficiently large military to secure the country. 'A better and faster solution [than recruiting an Iraqi Army from the ground up] would be to recall and retrain entire Iraqi military units.'"[1]
