Katherine Courtney is programme director of the UK National Identity Cards Scheme.
Courtney and her colleague Stephen Harrison, who is head of the Identity Card Policy Unit, were runners up in the "Worst Public Servant" category in Privacy International's 2004 Big Brother awards [1].
Courtney is the sister-in-law of Rodger A. Payne, a professor of political science at the University of Louisville, KY. He has used his blog to defend her against accusations of being an "enemy of freedom" (he disclosed their relationship). [2]
