Koch Family Foundations consist of the David H. Koch Foundation, the Charles G. Koch Charitable Foundation, the Claude R. Lambe Charitable Foundation,[1] and the Knowledge and Progress Fund.[2] Charles and David Koch lead Koch Industries, one of the richest privately held corporations in the world, and they were two of the twenty wealthiest people in the world until David's passing. David leads the foundation that shares his name; Charles leads the foundation that shares his name; and Charles and his family sit on the board of the Lambe Foundation, which is led by one of the brothers' long-time confidantes in advancing their ideological agenda, Richard Fink. Charles leads the Knowledge and Progress Fund, and Fink is the President.[3]

Koch University Funding - Koch and Academic Freedom

Since 2005, Charles Koch and Koch Industries executive Richard Fink have overseen $68 million dollars in contributions to 308 colleges and universities in the United States.[11] In 2005, the Koch brothers and their political strategists were financing just seven universities. As of 2013, Koch had sent money to over 300 schools. Over half of this $68 million figure went to George Mason University alone.[12]

In many cases, Koch contributions to higher education has come with stipulations written into contracts, often increasing the liability of the recipient university for financing operations initiated by the Charles Koch Foundation if the university loses funding from the Kochs. PolluterWatch contains a roundup of documented concerns about Koch and academic freedom on campus from professors, students, higher education professionals and nonprofit watchdog organizations.[13]

Ties to DonorsTrust, a Koch Conduit

DonorsTrust is considered a "donor-advised fund," which means that it divides its funds into separate accounts for individual donors, who then recommend disbursements from the accounts to different non-profits. Funds like DonorsTrust are not uncommon in the non-profit sector, but they do cloak the identity of the original donors because the funds are typically distributed in the name of DonorsTrust rather than the original donors.[14] Very little was known about DonorsTrust until late 2012 and early 2013, when the Guardian and others published extensive reports on what Mother Jones called "the dark-money ATM of the conservative movement."[15][16]

Americans for Prosperity, an organization founded and funded by the Koch brothers, received nearly $9.5 million from DonorsTrust and Donors Capital Fund from 2010 to 2012.[17]

DonorsTrust Funding

The Koch Family Foundations contributed $125,000 to DonorsTrust and Donors Capital Fund between 2010 and 2013 (see links to the foundation's IRS forms 990 below).

A report by the Center for Public Integrity exposes a number of DonorsTrust funders, many of which have ties to the Koch brothers. One of the most prominent funders is the Knowledge and Progress Fund, a Charles Koch-run organization and one of the group's largest known contributors, having donated nearly $9 million from 2005 to 2012. Other contributors known to have donated at least $1 million to DonorsTrust include the Richard and Helen DeVos Foundation, Donald & Paula Smith Family Foundation, Searle Freedom Trust, Lynde and Harry Bradley Foundation, and the John M. Olin Foundation.[18]

Since its inception in 1999, DonorsTrust has been used by conservative foundations and individuals to discretely funnel nearly $400 million to like-minded think tanks and media outlets.[18] According to the organization's tax documents, in 2011, DonorsTrust contributed a total of $86 million to conservative organizations. Many recipients had ties to the State Policy Network (SPN), a wide collection of conservative state-based think tanks and media organizations that focus on shaping public policy and opinion. In 2013, the Center for Media and Democracy released a special report on SPN. Those who received DonorsTrust funding included media outlets such as the Franklin Center and the Lucy Burns Institute, as well as think tanks such as SPN itself, the Heartland Institute, Illinois Policy Institute, Independence Institute, Mackinac Center for Public Policy, South Carolina Policy Council, American Legislative Exchange Council, Manhattan Institute for Policy Research, Oklahoma Council of Public Affairs, and the Cascade Policy Institute.[19]

Contributions of the Charles G. Koch Foundation

According to its website, "The Charles Koch Foundation was established in 1980 by Charles G. Koch in order to advance social progress and well-being through the study and advancement of economic freedom. Through the Foundation’s history, it has supported the study of economic freedom through grant giving and support for professional education programs...The Foundation also supports two of the Charles Koch Institute’s professional education programs: the Koch Associate Program and the Koch Internship Program. Originally run by the Foundation, these programs are now administered by the Charles Koch Institute."[20] The website also notes that "the Charles Koch Foundation is a 501(c)(3) non-profit organization and is a private foundation within the meaning of Section 509(a) of the Internal Revenue Code. Grants from the Charles Koch Foundation are made only to charitable organizations as defined in section 501(c)(3) of the Internal Revenue Code."
