The National Council for Air and Stream Improvement was "established in 1943 by the pulp and paper industry to provide technical assistance for the industry’s goal of lowering the ecological impact of its spent pulping liquors."  Its website describes it as "an independent, non-profit research institute that focuses on environmental topics of interest to the forest products industry."
