Neal Cohen is chairman, APCO North America and managing director of the Washington, D.C. office.

According to the biographical profile on the company's website "During his career, Mr. Cohen has led strategy development and execution for numerous industry coalitions, individual companies and trade associations. His experience covers a wide range of domestic and international issues, including health care, tort reform, trade, environment, intellectual property, siting, energy, scientific and tax issues". [1]

An internal Philip Morris document referred to Cohen as "the principal account executive on the PM Tort Project and has been in this position since at least 1988. Our tort contract with APCO currently has them assisting the PM family, national and state tort coalitions and other tort reform advocates with political, communications and grassroots strategies and related programs".[2]

According to his profile "Cohen has led successful issue campaigns at the local, state and federal levels, as well as throughout Europe ... Recent campaigns to build citizen groups fighting "lawsuit abuse" have been recognized with numerous awards for their excellence in the public affairs field, including overall issues campaign strategy and implementation, as well as paid advertising".

Cohen joined APCO in 1986 after working as "a legislative assistant to Congressman Esteban E. Torres, served as an associate at the Advisory Commission on Intergovernmental Relations, and worked for then-Speaker of the California Assembly Leo McCarthy and Congressman Pete Stark".
